Assistant Commissioner, Bureau of Mental Health

**AMENDED IN SALARY RANGE: $71,360.00 – $184,130.00 (Annual)

Job Description:
The Mental Hygiene Division of the New York City Department of Health and Mental Hygiene is responsible for policy, programs, and provider oversight related to mental health; alcohol and drug use; developmental delays and disabilities; and early intervention services. The Bureau of Mental Health is responsible for DOHMH programs related to mental health service delivery to residents of New York City. Through contracting with NYC service providers and administering programs directly, the Bureau is responsible for procuring and overseeing over 500 treatment, rehabilitation, housing, case management, and Assisted Outpatient Treatment programs comprising over $200 million. The Assistant Commissioner will be responsible for managing and overseeing the Bureau of Mental Health.

You will:

-Direct, oversee, manage and assess all activities, policies and operations of the Bureau of Mental Health.

-Assist in determining the strategic direction for the Bureau, including the development of measurable goals, objectives, targets and metrics for assessment and tracking progress.

-Engage in new planning activity for new managed care system for behavioral health in New York State.

-Ensure clarity of organizational focus and values for all mental health activities and communications (internal and external) consistent with the Division and Department’s priorities.

-Direct planning, implementation and evaluation of all programmatic activities.

-Coordinate policy and advocacy activities and work closely with the community.

-Establish solid working relationships with constituent groups, consumers/parents, advocates and foundations.

– Serve as the principal advisor to the Executive Deputy Commissioner for Mental Hygiene on all issues related to the bureau.

– Collaborate with the other Mental Hygiene divisional bureaus, other divisions within the Department and with City, State and Federal agencies.

-Provide presentations at numerous forums and panels; testify and assist with City Council hearings and meetings.

Minimum Qualification Requirements
1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work

2. Education and/or experience equivalent to “1” above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in “1” above.

Preferred Skills
Strong organizational, leadership and management abilities; minimum of 5 years of administrative and supervisory experience; excellent interpersonal and supervisory skills; ability to handle multiple priorities and motivate staff; vast knowledge of the behavioral health system in both New York City and New York State as well as familiarity of mental health systems in other states and countries; knowledge of the NYS Medicaid System and Managed Care; strong competency in epidemiological analysis and use of data to inform , drive and improve programming; experience developing and implementing new programs that support and influence behavioral health ; ability to evaluate and programs. Completion of a masters or higher degree in related areas preferred.

Aletha Maybank, MD, MPH New Appointment Associate Commissioner of the Center for Health Equity

The city health department has found a leader for its Center for Health Equity, one of the premier initiatives begun under new health commissioner Dr. Mary Bassett. Dr. Aletha Maybank will begin her tenure as Associate Commissioner of the Center for Health Equity on Sept. 29. The Center for Health Equity was announced earlier this year and funded with $3.2 million. It is a “cornerstone” of the department’s efforts to address disparities, according to the mayor’s management report. The idea is to tackle health problems that disproportionately impact lower income areas by providing greater access to services in those neighborhoods. It’s an initiative that is central to the de Blasio administration’s goal of reducing disparities between rich and poor in New York City, the two New Yorks theme that vaulted Bill de Blasio to the mayor’s office.
